In January 2025, Apave Aeroservices consortium was selected by EASA for a 4-year framework service contract worth up to €30 million for “Aviation related consultancy in support to international cooperation activities”, as well as with 3 other consortia.

Apave Aeroservices consortium includes AESA (Spain), SENASA (Spain) and CAA International (UK), who have been cooperating since 2020 on the previous EASA’s framework contract, and ALG (Spain) which has joined the newly awarded consortium.

EASA’s Role in International Cooperation

The European Commission, in collaboration with EASA (European Union Aviation Safety Agency) promotes European interests outside the European Union and in this respect, those of the European aviation industry. The European Commission, in collaboration with EASA, supports more third countries aligning with European aviation regulations and enhancing their oversight capabilities.

EASA’s international cooperation activities in a vast number of countries include services in aviation domains such as Legislation, Organisation, Safety Management, Licensing, Aircraft Operations, Production and Design, Continuing Airworthiness, Accident and Incident Investigation, ATM/ANS, Aerodromes, Environment, Security and Drones. They therefore go beyond EASA’s remit of aviation safety and environmental protection.

AESA (State Aviation Safety and Security Agency of Spain)

Is the Spanish National Aviation Authority (NAA) AESA, an organisation specialised in aviation safety and security oversight with a great international projection collaborating, coordinating, or leading cooperation programs worldwide and achieving international recognition in supporting tasks to other national civil aviation authorities.


ALG Global Business & Strategy Consulting Firm

Is the consulting firm, focusing on transportation, infrastructure, and logistics. They undertake projects in aviation, maritime, land, and logistics sectors, providing services ranging from strategy and business development to operational improvements and digital transformation.

Is the technical cooperation arm of the UK Civil Aviation Authority. Drawing on world-leading expertise from within the UK regulator, CAAi helps organisations design and implement regulatory best practice to comply with international regulatory standards.

 

SENASA (Servicios y Estudios para la Navegación Aérea y la Seguridad Aeronáutica)

Is a Spanish Government owned company committed to aviation safety through the provision of training and consultancy services in support of aviation authorities. Their portfolio of services includes SMS/SSP management and implementation, safety oversight (certifications and continuous surveillance) in the fields of Airworthiness (Initial and Continuous), Flight Operations, ANS/Airports oversight, Security oversight and Environment.

Apave Aeroservices Consortium: A Hub of Expertise

The Apave Aeroservices consortium brings together extensive technical expertise and experience in implementing projects worldwide. The team is well-versed in navigating diverse cultural and operational environments and possesses multilingual capabilities, ensuring seamless project execution.

These activities are encompassed by a four-year framework contract valued €30 million awarded by EASA to four consortia of European private and public organisations, including Apave Aeroservices Consortium.

Since September 2023, Apave Aeroservices has taken on the role of consortium leader in the previous framework contract, including coordination tasks and serving as the primary liaison, communicating with EASA ensuring that the consortium's collective expertise is harnessed to meet EASA's standards.

Apave Aeroservices' leadership in the EASA International Cooperation Projects underscores its commitment to advancing aviation safety through collaboration. The award of this contract reaffirms the consortium’s expertise in promoting European interests outside the European Union and in supporting third countries’ alignment with European aviation safety regulations.
