Semaphore Risk Monitoring©

Digital solution for implementing Risk Based Oversight (RBO)

Regulatory Requirements

ICAO Annex 19 specifies the recommendations for Safety Management Systems (SMS) and State Safety Programmes (SSP). These recommendations cover Airworthiness since the entry into force in March 2020 of regulations (EU) 2019/1383 and (EU) 2020/270

OSAC’s airworthiness experts and SixFoisSept’s artificial intelligence experts have drawn on Apave Aeroservices’ expertise in aeronautical project management to build a service offer that allows Authorities to improve the effectiveness of their supervision and optimise their resources by modulating the frequency and nature of their inspections.

Applied to approved organisations, aircraft and safety events, the solution is a tool for defining and steering oversight.

Once the indicators have been defined, measured and standardised and the existing data consolidated, the Semaphore Risk Monitoring© algorithm developed by SixFoisSept establishes a risk profile by crossing criteria of occurrence probability and severity of consequences.

With this solution, the Authority optimises its organisation and resources, and justifies its oversight with a robust and transparent scientific approach.

A solution adaptable to all civil and military aviation Authorities As each Authority has its own specificities, constraints, means and objectives, we offer a personalised

solution, ranging from the selection of isolated modules identified in a catalogue to a complete structured and adaptable approach.

Support method

  • Diagnosis carried out by aeronautical experts according to the targeted domains (NAV, OPS, etc),

  • Suitability of prerequisites, information systems and data,

  • Definition of risk criteria,

  • Customised design and deployment of Semaphore Risk Oversight©,

  • Change management.

Business and Data Science: the winning combination

Because the choice of the most relevant indicators depends strongly on the sector of activity considered, the business must be closely associated with the construction of the algorithmic model, to define and weigh these indicators. The risk model is co-constructed by integrating specific calculation rules.

If an algorithmic model gives the expert the means to make an informed decision, it remains only a decision-taking aid. The business remains in control at all levels, from the design of the solution to its operation.

Simple and intuitive, the data visualisation interface allows it to adjust and control the parameters at any time.
