

Following the discussions, a new memorandum of understanding was signed, marking a major transition from a partnership initially focused on training to comprehensive institutional support.
This agreement covers:
- Capacity building for the Agency’s technical staff and those of member states regarding Community regulations,
- The development of documents related to said regulations,
- Support in the development of aviation safety training programs.
Thibaut LIBLIN, Frédéric SUSPENE, Marc BONOTAUX, and Iuri BUDICI welcomed the ASSA-AC delegation led by Executive Director Eugène APOMBI.
A look back at a successful launch in 2025
This meeting builds on the success of the first operational phase launched following the signing of the initial agreement on October 27, 2025. In November 2025, three priority training sessions were organized in Yaoundé (Cameroon) for technical staff of the CCAA and member states:
- PEL (Personnel Licensing)
- AIR (Airworthiness Management)
- OPS (Air Operations)
These initiatives have enabled the training of 55 people, with a very high overall satisfaction rate, underscoring the relevance of the course content and the expertise of OSAC Apave Aeroservices’ instructors.
The new partnership agreement marks an important step in strengthening synergies and is part of a long-term partnership aimed at enhancing regional and international aviation safety.
